Biography

Meet Mr. Comas, a seasoned professional boasting 25 years of executive experience in emergency management, government/business continuity, and programs. In his role as the proud owner of Comas Concepts, Inc. (consultant), he passionately offers advisory services across the emergency management spectrum, encompassing preparedness, recovery, and mitigation. His expertise lies in housing, small business, community reconstruction, housing recovery operations, and design planning, with a proficiency in conducting exercises for Continuity of Operations.

His most recent role at FEMA as a Supervisory Emergency Management Specialist and Branch Chief in the Technical Services Branch showcased his groundbreaking work in developing and overseeing a pioneering Recovery Branch. Leading a dedicated team, he was responsible for the oversight and coordination of billions of dollars in Public Assistance (PA) funding within Region II. His role involved comprehensive reviews and analysis of project worksheets, ensuring strict compliance with program policies and regulatory guidelines.

Mr. Comas also served as the HUD Joint Field Offices (JFO) Lead in Puerto Rico, Florida, and North Carolina. In this capacity, he played a pivotal role in establishing HUD’s overarching presence in collaboration with FEMA, state, and local governments. With supervision and responsibility for over 100 personnel, he coordinated multi-agency efforts in delivering services under FEMA Sheltering/Housing, External Affairs, and the Housing Recovery Support Function.

Beyond his extensive professional experience, Mr. Comas holds certifications as an IAEM Certified Emergency Manager (CEM), FEMA Master Exercise Practitioner (MEP), FEMA Master of Continuity Practitioner Level II (MCP), and Registered Apartment Manager (RAM). His academic background includes a BA in Urban Planning from the State University of Buffalo, earned in 1984.
